ICCS investigates how young people are prepared to undertake their roles as citizens. ICCS 2022 is the third cycle of the study (following ICCS 2016 and ICCS 2009). For each cycle, ICCS develops new measures to address the recent challenges in civic and citizenship education (CCE) from societal contexts. ICCS 2022 aims to extend its regional and thematic scope by considering issues such as the increase in populist movements, authoritarian government practices, or issues related to climate change and environmental protection.
The Australian Council for Educational Research (ACER) serves as the international study center for ICCS 2022, with the Laboratorio di Pedagogia Sperimentale (LPS)at Roma Tre University and LUMSA University in Rome acting as associate research centers, working in close cooperation with IEA, and the national centers of participating countries.
Students enrolled in the eighth grade, provided that the average age of students in this grade was 13.5 years or above at the time of the assessment; in countries where the average age of students in Grade 8 was less than 13.5 years, Grade 9 was defined as the target population.
