The sample for the survey is drawn from the universe of firms based in Germany with a taxable turnover of more than €22,000 or at least one employer subject to social security contributions which includes roughly 1 million firms.

The drawing is a proportional random sample according to industry, region and size class, so that the selection probability is equal for all firms
